Risk Analyst (Management Analyst)

The Human Resources Department is a full-service department comprised of the following major
functional areas: benefits administration; employee and labor relations; recruitment and selection;
classification and compensation; policies and procedures; workers’ compensation; health and safety; risk
management; training and development; and organizational development.
Under general direction of the Human Resources Director, the incumbent provides complex and broadbased program and project management in support of the City’s workers’ compensation, health, safety,
risk management, and ADA and leave management programs along with compliance training and tracking.
This position also works closely with other departments on contract insurance requirements and is the
point person for the City’s insurance pool programs.

• Knowledge of the laws, rules, regulations, and reporting requirements related to workers’
• Knowledge of the laws, rules, and regulations related to the Americans with Disabilities Act (ADA);
• Knowledge of the laws, rules, and regulations related to the Family Medical Leave Act/California
Family Rights Act;
• Knowledge of basic insurance contractual risk transfer;
• Knowledge of effective written and verbal communication principles including English usage,
grammar, spelling, vocabulary, and punctuation;
• Ability to establish, evaluate, implement, and monitor policies, practices, and procedures;
• Ability to perform complex analytical, legislative, and programmatic analysis;
• Ability to coordinate multiple projects and meet critical deadlines;
• Ability to communicate clearly and concisely, both orally and in writing;
• Ability to organize own work; and
• Ability to establish and maintain positive and effective working relationships with those contacted
in the course of work.

Candidates must have the equivalent to a Bachelor’s Degree from an accredited four (4) year college or
university with major course work in Public Administration, Public Policy or a closely related field. In
addition, four (4) years of increasingly responsible experience performing project management, contract
administration, or directly related work is necessary. Possession of valid Class C driver’s license and
